MLB teams most likely to move?

I'm working on a realignment plan for the MLB, and I was wondering what teams you feel are most likely to move, and why. So far I feel the Marlins, A's, and Rays are most likely with the Indians, Pirates, and Royals as possibilities. Also, which cities would be the best spot for a relocated team, and what cities would be best for a new team Thank you!
